You Can Learn to Speak Spanish Fluently

Is it possible for someone born into a different language to learn to speak Spanish fluently? I would say that you can speak Spanish fluently when you can carry on an adult-level conversation with someone in the language. Using this definition, I am convinced that almost anyone can attain this level of Spanish speaking ability.
